Geneva Convention and surrendered combatants

According to the Geneva Conventions (especially the Third Convention), it is prohibited to intentionally kill or injure an enemy who has surrendered or is out of action. This applies to all combatants, including terrorists, as long as they are in the power of whoever captured them and no longer pose an immediate threat.

Surrendered combatants must be treated as prisoners of war (POWs) unless they are civilians who do not qualify as legal combatants (for example, terrorists or insurgents with no formal ties to a state). Exceptions or ambiguities
