MOSCOW, March 3. /TASS/. A foreign national, who was planning terrorist attacks in the Moscow Region and was neutralized by FSB officers, was making explosives from chemicals purchased in retail stores, according to a video released by the Russian Federal Security Service (FSB).

The search of the criminal's house uncovered aluminum powder, ammonium nitrate, acetone, and hydroperoxide — chemicals typically used in the production of homemade explosives. Protective gear for handling chemicals was also found.

The terrorist had received instructions on how to manufacture explosives and detonate bombs via phone. The video footage shows his communications with his handlers in Arabic, as well as videos from the Islamic State (banned in Russia).

Earlier reports stated that a Russian citizen, originally from a Central Asian country and a member of an international terrorist organization (ITO) outlawed in Russia, was neutralized in the Moscow Region. The terrorist had planned to detonate improvised explosive devices at a religious Jewish institution in the Moscow Region and at a subway station in the city. Upon being apprehended, he resisted arrest with a weapon, and was subsequently neutralized by return fire from FSB officers.
