NDIANAPOLIS — The Indianapolis Metropolitan Police Department has released edited bodycam footage from an officer-involved shooting that came after a police K9 was stabbed on Indy's near south side two years ago.

According to a graphic that appears at the beginning of the video, officers responded to Greene's Auto and Truck Service, located at 111 W. Raymond Street, in response to a report of a break-in at a business around 7:54 p.m. on Sept. 1, 2023.

According to previous reports, officers arrived and found signs of forced entry into the business. The business owner also informed dispatch that they saw someone inside the building on security cameras.

The bodycam footage shows officers arriving and establishing a perimeter around the business before requesting assistance from additional units — including a K9 unit.

A short time later, police said at the time that officers had located the suspect, who was later identified as 24-year-old Brandon Ramirez, near the front desk of the business after using rocks to smash the glass of the front door. He reportedly ignored multiple commands in English and Spanish to surrender.

The footage appeared to show Ramirez sitting down behind the desk in the business's lobby. Ramirez then stood up when a K9 officer placed "Ringo", a police service dog, on top of a counter. Ramirez reportedly ignored the officer's commands to get on his stomach.

The bodycam footage shows Ringo being released to engage the suspect. The footage appears to show Ramirez using a large knife to stab the K9. Ringo suffered three stab wounds during the altercation. Two of the responding K9 officers then discharged their service weapons, striking the suspect at least once.

Ramirez then stood back up and walked back toward the front counter. One of the officers then deployed their stun gun, bringing Ramirez back down to the floor. Officers then managed to detain Ramirez and provide medical aid to him before Indianapolis Emergency Medical Services could arrive.

IMPD shared an update in October 2023, that Ringo was released from IndyVet and was expected to make a complete recovery.

Ramirez was taken to Eskenazi Hospital for treatment of critical injuries. His condition was later upgraded to "stable."

The injured K9 was transported to an emergency veterinary hospital in critical condition and later underwent surgery. No officers or uninvolved citizens were injured during this incident.

Officers also recovered the knife Ramirez is alleged to have used during the incident.

Ramirez was preliminarily charged with burglary with a deadly weapon (level 2 felony), striking a law enforcement animal (misdemeanor) and resisting law enforcement (misdemeanor).

According to online court records, Ramirez pleaded guilty to the burglary charge with a deadly weapon and was sentenced on Aug. 2.

The images featured in the edited footage were gathered from several officers, whose body-worn cameras were activated during the shooting.

The officers who discharged their firearms were placed on administrative leave, as is standard procedure in an officer-involved shooting investigation.

The IMPD Critical Incident Response team is handling the criminal investigation of the incident, while the IMPD Internal Affairs is conducting a separate administrative investigation. The civilian majority Use of Force Review Board will hold a mandatory hearing when the criminal process is finalized.

Cedar Hill Police Chase Ends With Shootout - 27 June 2024

CEDAR HILL, Texas - Cedar Hill police released new information and video of a police chase on Wednesday that started in Cedar Hill and ended with a shootout in Dallas.

Police held a news conference on Friday about the shooting that left the suspect in the hospital.

It started when officers located a suspect, Jerail Fuewell, with active warrants for aggravated assault with a deadly weapon and burglary of a habitation with intent to commit another felony.

When officers attempted to detain Fuewell, he got into his Mercury sedan and drove off.

Police chased the suspect on Highway 67 as he went from Cedar Hill into Duncanville and eventually Dallas.

Dash camera video shows Fuewell's car exiting the highway at Wheatland Road, running a red light and opening his car door before firing at the officers.

Fuewell hopped out of the car on foot and began to fire at officers.

A Cedar Hill officer and a Duncanville police officer returned fire, hitting Fuewell. It is unclear which bullet took him down.

Other Cedar Hill officers arrived quickly and began providing first aid.

Fuewell remains in the hospital in critical condition at this time.

"Under these circumstances where we have a violent suspect, who we know is capable of committing violent acts, it does fall in line with our pursuit policy. The officers followed that policy throughout the course of it," said Cedar Hill police chief Ely Reyes.

Video shows at least four bullet holes through the front windshield of a Cedar Hill police cruiser.

Chief Reyes says the officer fired through his own windshield, but it is unknown if the suspect's shots also struck the windshield.

No officers were injured.

Both officers who fired their weapons have been placed on administrative leave as a part of department policy.

Fuewell is now charged with felony evading in a motor vehicle.

Since the shooting happened in Dallas it will be investigated by the DPD Special Investigations Unit with oversight from the Dallas County District Attorney's Office.

Chief Reyes anticipates an additional charge of aggravated assault on a public servant will be filed by them.

The man who shot an East Rochester police officer last year has been sentenced to more than three decades in state prison. State Supreme Court Justice Alex R. Renzi on Wednesday sentenced Raymond Noel, 52, to 35 years to life in prison for the shooting East Rochester Police Officer Brad Steve on Jan. 14, 2024. Steve was shot in the upper abdomen area of his bullet-resistant vest, according to East Rochester police.

In November, a state Supreme Court jury convicted Noel of attempted aggravated murder, attempted aggravated assault upon a police officer or peace officer, and two counts of second-degree criminal possession of a weapon, all felonies, according to the Monroe County District Attorney's Office.

The East Rochester Police Department this week released a 4-minute, 47-second clip of Officer Steve's body-worn camera footage from the Jan. 14, 2024, encounter on Garfield Street.

The footage begins with Steve approaching Noel and explaining why he was called to the residence. Noel walked away from Steve, entered the home, and repeatedly ignores commands to remove his hands from his pockets. Despite being instructed to stop and remove his hands from his pockets, Noel pulled out a handgun and pointed it at Steve, who fired twice, striking Noel in the upper torso.

According to the District Attorney's Office, Noel fired at least six rounds in response, hitting Steve in the chest. The bullets struck Steve's police-issued vest.

The video captures a rapid exchange of gunfire, as well as Steve calling for assistance over the radio, saying, "Shots fired. I've been hit, dude." He then added that he wasn't sure if a bullet had struck his vest.

The footage shows Noel exiting the residence and complying with officers' commands to lay on the snowy ground until additional officers arrived. It also captures Steve's colleagues checking him for injuries as the scene was secured.

"One year ago, Officer Steve arrived to an unknown call for assistance, just like he has done time and time again. Instead of a calm conversation with Raymond Noel, he was shot by the defendant," Assistant District Attorney Michael Harrigan, who prosecuted the case, said in a news release. "This incident could have ended peacefully, but instead the defendant chose to point his illegally possessed firearm at an experienced police officer whose life was in imminent danger."

Nearly one year to the day, Officer Brad Steve, who was in court for Wednesday's sentencing, learned that 52-year-old Raymond Noel will serve 35 years to life in prison for attempting to take his life in 2024.

"Unfortunately, both families have to pick up the pieces of the actions that took place that day," Steve said. "It's not something anyone ever wants to deal with, it's not, as law enforcement, something we go out on a shift, and we want to be involved in. It's not something I wish on my worst enemy."

According to investigators, Officer Steve was responding to a 911 call on Garfield Street on Jan. 14, 2024, when he saw Noel in the driveway with a gun. Noel moved to go into the building despite officers telling him to stop. Noel eventually aimed his gun directly at Officer Steve. Both of them fired their weapons at each other, leaving one another shot.

Officer Steve was protected by his bulletproof vest. Noel was taken to the hospital as charges were filed against him.

"By the grace of God, this officer gets out by technology of the vest and his tactics, he's walking home, but he's going to be scarred for life," Monroe County Sheriff Todd Baxter said. "This community is going to be scarred for life because we attempted to kill another police officer."

Noel was charged with attempted aggravated murder, attempted aggravated assault upon a police officer, and criminal possession of a weapon (2nd). He was found guilty in November. The weapon he used is considered a ghost gun, an untraceable, illegal weapon.

"I hate to see anyone walk away knowing they're going away 35 to life, on bad decisions they make in life," Steve admitted Wednesday. "No matter what, I'm going to be processing trauma the rest of my life. He's going to be processing trauma the rest of his life. At the end of the day, there's really no good outcome in this."
