I'm pretty sure the sniper rested the end of the barrel on the shoulder of the cop in front of him.
You can see the barrel move around (too much) as the cop in front can't keep perfectly still.
What's more amazing - is the bullet went THROUGH a computer monitor screen.

If the lives of two hostages on either side of the target depended on the effects of a bullet being misdirected by 10 degrees - then I'd think about it a lot.
If the monitor was flat on to the bullet - I wouldn't worry much about it. But on an angle - that would concern me.
