I even looked it up further and you're even more wrong, because the US Congress doesn't even define 'mass shooting' outright, only 'mass killing', which it defines here as: "3 or more killings in a single incident..."
Also I can just bring up the FBI defining 'mass shooting' as "...four or more shot and killed in one incident, excluding the perpetrators, at one location, at roughly the same time" or someone who "...kills four or more people in a single incident (not including himself), typically in a single location” or bring up the DOJ defining it as "...any incident in which at least four people are murdered with a gun.”

To make 'mass shootings' seem more common than they actually are some organizations and media outlets have tried to change the definition: "We now define a mass shooting as any incident in which four or more people are shot and wounded or killed, excluding the shooter." https://everytownresearch.org/mass-shootings-in-america

For an incident to legally be called a mass shooting, only 4 people need to have been shot. The news don't like to just broadcast simple gang shootings or just 4 people shot though, especially if only one or two people died, so you don't see those on the news as often as a shooting at a school, or news on the current wars going on. There's so many shootings where there's one target, but multiple people get caught in crossfire, they're still legally a mass shooting.
