SINGAPORE - The Singapore Civil Defence Force (SCDF) has explained on its Facebook page why a safety life air pack was not deployed in time to save a man who was caught on video falling to his death from a HDB flat.

The video lasting almost three minutes has been circulating on WhatsApp and on the Internet. The incident happened on Jan 14 at Dover Crescent, SCDF said.

SCDF officers were seen setting up an inflatable safety life air pack to cushion the man's fall, but it was not placed where the victim would have fallen. A woman could be overheard questioning why the air pack was not inflated nearer to the area where the victim would fall.

In response to a query on its Facebook page, SCDF said that there were difficulties setting up the "life pack", mainly due to obstruction from trees and shrubs.

SCDF wrote: "Unfortunately in this incident, the crew encountered difficulty in deploying the life pack due to ground constraints, primarily arising from the obstruction by trees and shrubs, and the man jumped before the rappelling lines and safety net could be set up."

This is SCDF's full response:

"The unfortunate incident happened on 14 January at about 11 am at Dover Crescent. SCDF first responding crew spotted a man standing on a ledge outside a 12th storey unit.

"At the onset of such an incident, SCDF would typically set up a life-pack at the most suitable location to cushion the impact of a fall and subsequently, DART rescuers would rappel to bring the person to safety.

"Unfortunately in this incident, the crew encountered difficulty in deploying the life pack due to ground constraints, primarily arising from the obstruction by trees and shrubs, and the man jumped before the rappelling lines and safety net could be set up.

"In rescue operations such as this, we are constantly faced with numerous challenges, including the daunting task of attempting to save someone who may not be inclined to be rescued. Notwithstanding this, SCDF has and will continue to do our utmost to save anyone in distress. We extend our condolences to the family of the deceased."

A man has died after falling from a hotel window in Glasgow city centre. Passers-by reported seeing the naked man falling from a fourth floor window of the Central Hotel which adjoins Glasgow Central Station. A police watchdog has launched an investigation following the death of a man who fell from a hotel window in Glasgow. Witnesses said the man was seen hanging over a 40ft-high window on the city's Gordon Street close to the main entrance of the station. They said officers were holding on to the man and that they may have been attempting to save him before he fell on to a coffee shop table below.

One witness, who did not want to be named, said: "There was a crowd, the guy was already hanging out the window. "The police and the attendants had him by the ankles. "He had his socks on, no other clothes on, and was hanging upside down. "He was fighting away from the people who were trying to pull him back in to the window. "You could see him actively pushing away off the window ledge and before long he fell. "There had been an area cleared. He's destroyed a few coffee tables. It's sad, just shocking to see."

A spokeswoman for the Police Investigations & Review Commissioner confirmed tonight that the man died. They are now investigating the incident.

She said: "The Crown Office and Procurator Fiscal Service (COPFS) has instructed the Police Investigations & Review Commissioner to carry out an investigation into police contact with a man who died following an incident in Gordon Street, Glasgow, on Friday 11 November 2016.

"A report on the Commissioner's findings will be submitted to the COPFS in due course"

In Tekirdağ's Süleymanpaşa district, a person shot himself with a gun after arguing with his wife, who was going through a divorce.

According to the information obtained, the incident took place in front of the Ortacami District tuberculosis dispensary. Allegedly, Bilal D., who worked as a driver in Tekirdağ Metropolitan Municipality and was in the process of divorce, committed suicide in the middle of the street after arguing with his wife, who had a restraining order against him. The man who shot himself in the head was taken to the hospital with serious injuries. His treatment continues in the hospital. It was learned that Bilal D was in the process of divorce.
