You can’t control other people. As far as I’m concerned, strangers are basically wild animals. And if children are in your care you don’t take risks with their lives. Look at the space between the kids and the curb this asshole had plenty of room, not only that, but there is no traffic there but him. Do you consider running over people when there is construction and you have to drive around workers? When I was a little kid in Mexico City I was part of the anthem ceremony group and was actually the one who carried the flag. This appears to be a very poor public school which for some reason is doing the ceremony on a street.
Not justifying what the asshole did, just pointing out its not typical to do that kind of thing on a street with traffic.

Not condoning his course of action at all, but sometimes in those countries (and honestly even in US) “running late to work” can be the difference between feeding your family and watching them starve to death. Protests and professions that do this put people in really shitty situations where the correct option, sadly, was to sit back and lose your job while watching kids do this procession. Or else sleep at or near work, idk. Maybe there were options. All of them probably sucked. The answer was NOT killing kids.
But this happens all the time. I’ve seen people who are on parole who need to be at certain places at certain times get fucking pissed at rioters and protesters during the George Floyd riots. And while telling them their protest is “inconvenient” to you makes you an asshole, you then have to confront the very real outcome that you go back to prison. Because the system doesn’t care if there was riots, you broke parole. Tough luck.

To further expound on the "running late to work" bit: The systems in place in some countries natrually rely on this sort of thing due to supply/demand and are generally motivated by profit.
