In the US, it's pretty much an honor thing. Some states have laws where you have to move to the farthest lane from a stopped police car, but obviously they can't enforce that very well if they're already in the middle of stopping someone. Generally it's just considered good practice to move over, and people like to slow down to ogle the accident. No fucking clue what's going on in this video.
