Personally, i'd say 2 stories, now taking into a count how 3 stories is 30-33 feet high (9-10 meters for you europeans), now the reason on which why i think this is because, doing some quick research, around 1 minute of researching, we quickly find that a 3 story fall will and most certainly kill you (depends on the case), but if we go lower, so 2 stories, you could potentially survive that.
