Kent County Prosecutor Chris Becker has announced his charging decision in the death of a teen who was hit by a Kent County Sheriff deputy patrol car.

Riley Doggett, 17, died on May 9, weeks after he was hit by a sheriff patrol car during a chase.

Becker announced Tuesday he will be charging the juvenile driver of the car Doggett was riding in.

The juvenile will be charged with fleeing and eluding in the first degree causing death and continuing a criminal enterprise. Both are felony charges.

Becker will be asking the court to charge them as an adult.

"Everybody in the world makes mistakes, some bigger than others. But Riley did not deserve to die for any mistake he may or may not have made that day," said Doggett's mother, Becky Wilbert.

Just before 7 p.m. on April 8, deputies said Doggett was an occupant in what they believe was a stolen vehicle connected to several crimes in Kent County. When police in Holland first attempted to pull the white Land Rover over, they drove away.

Police chased the car all the way to the county line before Kent County deputies spotted it.

They said the car again did not stop and a brief chase began. Dashcam video released by Becker at the press conference shows the Range Rover hitting other cars to get away from police.

The Range Rover then pulled off into a parking lot. Officials said Doggett and one other person then got out of the car and attempted to run while the vehicle was still in motion.

Video shows Deputy Josiah McMains jump his police cruiser over a curb and sideswipe Doggett while he was running away. Becker said Doggett's left calf got caught in the wheel causing him to fall and slam his head into the ground. Becker says this was his cause of death.

Doggett was holding a black object while running, which can be spotted in the dashcam footage. Becker said the McMains thought it was a gun, and Doggett was running to the nearby residential area, which is why he hit him. It was a cellphone.

Doggett's family attorney, Ven Johnson, says when prosecutor Becker was discussing the tire marks found on Riley's body, that shows that the deputy intentionally hit him.

"He then talked about how the tire print from the left front, which is the passenger side, right front tire, ran over Riley shoe and his leg, leaving a tread mark on his left calf. It shows you that their tire was spinning up and over Riley's leg. That is running over a pedestrian," said Johnson.

Becker said McMains attempted to pull in front of him, rather than hit him. He says when considering charging McMains, there was no evidence that Doggett was run over. It was an accident that his leg got caught in the wheel, Becker explained.

McMains will not be charged.

Shah, who did not appear to be armed, pleaded for his life as one of the Rangers pointed a gun at his neck. The Ranger then shot him twice at close range with the rifle and hit him in the thigh and arm. Shah can be seen writhing on the ground, screaming in pain, bleeding heavily, and begging for help as the video ends (he is not taken to hospital by the rangers). He died of blood loss.

The guardsman stated that he feared for his life and was just following the orders of one of the Anoka County sergeants. However the sergeant intended to order a non lethal-use of force and told one of his deputies to "hit it" causing the guardsmen to fire after hearing the first non-lethal shot.

In its internal review of the shooting, the National Guard found the service member acted in accordance with the rules on use of force. The Hennepin County Attorney's Office, which reviewed the file, declined to charge the service member. A spokesperson for the Guard told 5 INVESTIGATES he is no longer serving in the Minnesota National Guard.

The driver of the car, Joshua Cochran, was not shot but he was injured by the less-lethal rounds used by deputies. Cochran and the car's owner, Fred Stachnick, settled a lawsuit last year with the Minnesota National Guard for $125,000.

“It sounds like the left hand didn't know what the right hand was doing in the moment,” Stachnick told 5 INVESTIGATES.

The shooting happened in 2020 during the George Floyd Protests, bodycam footage was released in July of 2023.

Around 2 p.m. on April 3, officers responded to a home on Sierra Street after a 911 caller reported that a man, later identified as 24-year-old Martell Hare, Jr., was armed with a gun and standing in front of their home.

Moments later, several other 911 calls came in, claiming that Hare was acting erratically and waving a gun around the neighborhood. In one 911 recording released Friday afternoon, the dispatcher asks: “Is he pointing at you or what exactly?” — The caller replies, “Yes. Yes. Yes.”

Hare then got into a Toyota sedan and reportedly began driving erratically up and down the street. As an officer enters the neighborhood, dashcam video shows Hare driving towards him. Police say the officer spotted a weapon, which prompted him to fire multiple rounds at the vehicle.

Police previously said that a second officer witnessed what happened but didn't shoot. The video doesn't show Hare firing any shots.

After the officer exits the patrol vehicle, the unidentified officers can be heard saying: “Drop the gun. Drop the gun. Let me see your hand [...] Don't reach for anything.”

The officer approaches and asks Hare to open the door from the outside and lie on the floor directly onto his stomach. Hare lies on his back for a few seconds before correcting his position.

Hare is then handcuffed and then rendered medical aid.

“Ay, I'm not a criminal bro. I just want to die,” Hare told officers.

Hare was hospitalized with non-life-threatening injuries to his arms. Court papers later revealed that he wanted to initiate an officer-involved shooting.

Inside the car, detectives recovered a BB gun resembling a 9mm handgun.

Protests and unrest erupted in the Paris region overnight after police shot dead a 17-year-old who failed to stop when ordered to by traffic police.

Video circulating on social media shows a police officer pointing a gun at the driver of a car, before a gunshot is heard. The car then crashes to a stop.

The teenager, named as Nahel, died of bullet wounds in the chest despite help from emergency services.

The officer accused of shooting him has been detained on homicide charges.

The shooting triggered a series of protests on Tuesday night in Nanterre, the area just west of Paris where the teenager was killed. Some 31 people were arrested following the disorder.

Nahel is the second person this year in France to have been killed in a police shooting during a traffic stop. Last year, a record 13 people died in this way.

According to French media, police initially suggested the teen drove his car towards them with the intention of hurting them.

But footage posted online and verified by the AFP news agency tells a different story.

It shows two officers at the vehicle. One points his weapon at the driver through the window and appears to fire at point-blank range as he tries to drive off.

The agency also reports that a person in the video can be heard saying "you're going to be shot in the head" - but it is unclear who says it.

Two others were in the car at the time of the shooting - one fled while another, also a minor, was arrested and held by police.

The incident sparked anger and disorder overnight, with cars and rubbish bins set alight and bus shelters destroyed. Fireworks were also set off near the police station. Riot police used tear gas to break up protesters, some of whom created barricades throughout the night.

Several incidents of unrest were also recorded in the towns of Asnières, Colombes, Suresnes, Aubervilliers, Clichy-sous-Bois and Mantes-la-Jolie.

SAN DIEGO — San Diego police shot and killed a fleeing robbery suspect late Monday morning after he took a hostage, holding a knife to the victim's neck in the Morena area, authorities said.

Three officers opened fire on the suspect. The hostage was not hit, said sheriff's Lt. Michael Krugh. The Sheriff's Department is handling the investigation under a countywide protocol designed to prevent departments from investigating shootings by their own officers or deputies.

The suspect — who officers shot with a stun gun before he took the hostage — died at the scene of the shooting, which happened on a stretch of Friars Road closed for construction near Interstate 5. Krugh said he had not been identified but appeared to be in his 20s.

The incident started about 10:40 a.m. when San Diego police responded to a reported robbery at a store on Morena Boulevard north of Friars Road.

According to Krugh, a man carrying merchandise walked up to a store employee and asked if the store accepted credit cards. She told the man it did and headed behind the counter to ring up his purchases.

But the man started to walk out without paying but still carrying the items. The clerk tried to stop him, but he pulled out a knife and threatened her, Krugh said.

Officers quickly arrived and found the man on nearby Napa Street. Krugh said they tried to stop him, but he refused to give up.

“They could see that he had what looked like two knives still on him,” Krugh said.

The officers shot him with a Taser stun gun but it “had no effect on him,” Krugh said. The suspect instead ran to a homeless encampment off Friars Road, where he grabbed a man and held a knife to his neck, Krugh said.

Three officers opened fire and the suspect went down. Officers began to perform life-saving measures until medics arrived and took over, but the man died.

Authorities have not released the name of the man who died. The names of the officers were not released, but two of them are patrol officers assigned to Western Division and the third is assigned to San Diego Police Departments Neighborhood Policing Team.

One of the officers has been with the department for 12 years, another has been with the department for more than six years, according to Krugh. The other started with the department a year and a half ago.

It was the second officer-involved shooting in San Diego within 12 hours. On Sunday night, a San Diego police officer shot and wounded a man who allegedly threatened his girlfriend with a gun and then took the couple's 11-month-old daughter, sheriff's officials said.

The National Police stated on Wednesday, 18/07/2018, that a Municipal Police officer who murdered a man shot in the head in an act recorded on Abraham Lincoln Avenue next to Kennedy, in that capital.

The deceased was identified as José María Figueroa de Paula, 45 years old, who died as a result of a gunshot wound.
