Yes that is the reason. At least in theory. It presupposes a police force with minimal corruption, adequate funding and dedication from its employees. The reality in my country however is far from that. The police are just as bad as the criminals. This is a widely known fact amongst the population. The police won't investigate these wankers which is exactly why they posted the video. So in a situation like that the more sober and realistic thing to do is investigate whether an act of vigilantism was in justified or not. If they were criminals the vigilante is allowed to go free if not then punish. That must stand until you fix your police force. But of course South Africa is a corrupt shit hole and will remain as such since its Africa.
