That unusual chest movement we see at the end is called agonal breathing.

“Agonal breathing is when someone who is not getting enough oxygen is gasping for air. It is usually due to cardiac arrest or stroke. It's not true breathing. It's a natural reflex that happens when your brain is not getting the oxygen it needs to survive. Agonal breathing is a sign that a person is near death.” -WebMD

Essentially the panicked and dying brain is unsuccessfully flexing the muscles necessary to breathe in a desperate attempt to receive oxygen.

If the beheading is unsuccessful or takes a while, it could very well be. The brain is in control of agonal breathing though, so if that spinal connection between the brain and the lungs is severed, it would not be. Those wheezing noises would probably the lungs deflating.
