I've seen it explained here once before.
In that part of the world, it is common for cheap grenades to have fuses that must be lit with an open flame. No pin and spoon with an internal ignition source, but a string fuse exposed to the air.
Sometimes the grenades don't go off and they get saved for use later.
My guess is that this fucker didn't understand that they're kept in order to be repaired later in a shop to get new fuses, not fucking relit on the battlefield.
