I think it was just abundantly clear she was dead- note how much she was bleeding. One started to lift her then stopped, and the rest just looked. The man was also going to touch her, then also stopped. Looks like her head also bled. I think they were just completely surprised. When can't you help someone? When their head's nearly off, crushed, or if they are cut in half, I'm sure there are other things... In those circumstances you simply can't render aid.
