In many places it's actually illegal for cyclists to ride on the sidewalk.
They usually have a space between vehicular traffic and the sidewalk for bikes. Key word here being "usually".

when you overtake a vehicle, it is obligatory to maintain a minimum distance of 0.5 meters from other cars and 1 meter from pedestrians and cyclists. The Bus had absolutely no right to overtake the cyclist.
