I live in a first world country. Even so, if I witnessed something like this and then a bystander just pulled out a gun and shot the guy, I wouldn't care to stop him or tell the police what he looked like.

As far as I'm concerned it's just mercy to help the poor bastard along through some shit he shouldn't have survived at all.

If that makes me an asshole, okay.
