Before the Incident

On 5 March 1917, Mutsuo Toi (都井 睦雄) was born in the rural village of Kamo, near the city of Tsuyama, Okayama Prefecture, Imperial Japan. His childhood was unique: Both of his parents died of pulmonary tuberculosis while he was still a baby, his father on 1 December 1919 and his mother a few months later on 29 April 1920. His grandmother soon became his guardian and he and his sister were brought up by her. When he was just six, Toi and his family moved back to his grandmother's hometown. The family had a certain amount of income and assets, which, together with field cultivation, enabled them to lead a relatively stable life.

Shortly after graduating from an ordinary primary school, Mutsuo Toi was diagnosed with costochondritis and was forbidden by the doctor from farming, leading a life of idleness. His condition soon improved and he enrolled in a vocational supplementary school, but around the time of his sister's marriage in 1934, Toi gradually began to dislike schoolwork and stayed at home, never engaging with people of his own age. Alhough Toi doesn't like schoolwork, his academic performance was 8 or above in all subjects, including physical education. throughout his eight years at both the elementary school and high school level. Toi was described as "diligent, kind and protective of his life" and "honest, kept his word and was polite and precise.".

During his period of withdrawal, Toi became obsessed with a criminal case that had made national news: Sada Abe, a Japanese geisha and prostitute who, in May 1936, strangled her lover and then severed his genitals. He read a book containing Sada Abe's testimony in January 1937 and even started writing a novel about the case called Yūtokaiōmaru (雄図海王丸). Around this time, Toi also took part in "Yobai" (夜這い) or "night crawling", an ancient Japanese custom of sneaking into young women's bedrooms at night to have sex.

On May 22, 1937, Toi underwent a conscription examination and was declared unfit for service on the grounds of tuberculosis. Around that time, the women with whom Toi had previously had relationships began to reject him because of the results of his conscription exam and tuberculosis. And Toi became increasingly frustrated by the mindless rumors.

That same year, Toi obtained a hunting license and purchased a two-shot shotgun in Tsuyama. The following year, 1938, he traded it in at Kobe and bought a Browning Auto 5, a 12-gauge, five-shot Browning shotgun for use against ferocious animals. He began to stay in the mountains every day to practice shooting, and roamed the village every night with a hunting rifle in his hand, causing anxiety among his neighbours. From this time on, Toi had borrowed money by mortgaging his house and land in preparation for his criminal activities.

However, the house was raided after the grandmother herself witnessed Toi putting medicine into miso soup for the purpose of treating her illness, and she made a big fuss about it, claiming that her grandson was going to poison her, and complained to the police. In addition to a set of hunting rifles, a Japanese sword, a dagger and a spoon were seized, and his permit to possess hunting rifles was revoked.

Although Toi lost all his weapons in this incident, he was able to reacquire them by purchasing hunting rifles and ammunition through acquaintances and acquiring a Japanese sword from a sword enthusiast.

The crime took place in the early hours of 21 May 1938, when a woman, who had previously been his friend but had since left him and married into another village, returned home to the village.

Preparations for the crime

Several days before the incident, Mutsuo Toi had written a long suicide note addressed to his own sister and several others. He also rode his bicycle to the police station in the neighbouring town to find out in advance how long it would take for the residents who had escaped the disaster to call for help, and later investigations revealed that he had made careful preparations for the crime. The letter he left behind for his sister reads: "Sister, please get well soon. Please live strongly in this world".

At around 5pm on 20 May 1938, Toi climbed up an electricity pole and cut the power lines, causing a total blackout only in the village of Kamo. However, the villagers did not find the blackout particularly suspicious and did not report it to the electricity management company or attempt to determine the cause.

The following day, 21 May, at around 1:40am, Toi began to take action. He was dressed in a school uniform with a stuffed collar, military gaiters and split-toed socks, with a hachimaki tied around his head and a small flashlight tied to each side of his body. Around his neck he carried a National Lamp, at his waist a Japanese sword and two spears, and in his hand a Browning Auto 5 modified to fire nine rounds.

Decisive action

Within about an hour and a half, Toi killed neighbouring residents one after another with a modified hunting rifle and a Japanese sword. At the time, no houses in the village of Kamo were locked at night. According to the victims' testimonies, this series of crimes was carried out extremely systematically and calmly. In the end, 30 people were killed (28 immediately and two others were fatally wounded and died later from their injuries) and three seriously injured. Five of the dead were under the age of 16 (the youngest being five years old). Eleven houses were attacked, of which three had entire families killed and four had only one survivor.

The only survivors were those who heard the heavy gunfire and yelling by Toi and immediately hid themselves. Two others escaped the attack because they were not in the village on the night of the attack. In one house, a desperate plea from the owner to help him because he would not move was met with the response from the killer "Are you so desperate for your life? All right, I'll help you" and left the scene.

+Toi first beheaded his grandmother (75), who was sleeping at home, with an axe, killing her instantly. Her neck and torso were separated by several tens of centimetres.

+Next, Toi attacked the first house and entered the house of A (20), north-west of his house, where he killed A's mother (50) and A's two younger brothers (14 and 11) with Japanese swords, although A was away for military service.

+The second house was owned by B (50), who Toi shot dead, along with B's wife (43), his eldest daughter (23) and B's wife's sister (24).

+Toi entered the third house owned by C (22), and shot dead C and C's wife (20, six months pregnant). When C's mother, an elderly woman (70), knelt down at his feet and begged for her life, saying "Please, please hold on", Toi told her "I didn't have any grudge against your family to begin with, but because I got a wife from family B (with whom Toi had a grudge), I had to kill you. (Fortunately, she was hit in the ribs at close range and miraculously survived, albeit with serious injuries).

+The fourth house was owned by D (60), Toi shot and killed D, D's eldest son (19) and his wife (22), D's fifth daughter (15) and sixth daughter (12). The fourth daughter (22) fled through the back door to the neighbour's house.

+The fifth house was the house of E (45), from which D's fourth daughter escaped; E locked the main house and put a mat under the tatami to hide her. Of the five people holed up in the main house - the four members of the E family and the fourth daughter of D - E's fourth daughter (21) was slightly injured when a bullet fired from outside grazed her thigh. E's father (86), who was alone and away from the house, was shot dead.

+The sixth house was the house of F (21); F and her mother (45) were shot dead.

+The seventh house was broken into by Toi and was the house of G (85). Toi systematically attacked from the sericultural room and shot dead G's eldest son's wife (65) and two daughters from the village: A's sister (19) and H's sister (21)> who were staying overnight to help with sericulture. G's eldest son (64) survived after desperate pleas.

+The eighth house was owned by H (28), whose mother (47) was seriously wounded by bullets in her right and left thighs and died six hours later. H escaped and reported the first incident to the police station in the neighbouring town.

+The ninth house was owned by I (37); I's father (74), mother (72), wife (34) and fourth son (5) were shot dead; I escaped by running into a bamboo thicket and headed for the police station. His eldest son (14) was away on a school trip and his second son (12) and third son (9) were not attacked for some reason.

+The tenth house was owned by J (61), whose wife (56) was seriously injured by a bullet fired through a wooden storm door, hitting an artery in her right arm and dying 12 hours later.

+The 11th house was owned by K and broken into by Toi (51); Toi shot and killed K and his wife (32).

Suicide and suicide note

After the crime, which lasted about an hour and a half, Toi visited a house in a neighbouring village to borrow a pencil and paper to write a suicide note. The house owner was startled by Toi's strange appearance and was unable to move, but since the family's child had come to hear Toi's story before and they knew each other, so he asked the child for a pencil and paper and received them. When he left, Toi told the boy to "study hard and become a great man".

He then wrote an additional suicide note and shot himself with a hunting rifle on the summit of the Arasaka Pass, 3.5 km away, which was known as Sen no Shiro. Toi's body was found the next morning on a mountain hunt. He had shot himself in the heart with a hunting rifle and is believed to have died instantly.

The contents of the suicide note are as follows:

It didn't work out the way I wanted it to. In his suicide note, Toi stated that he decided to commit the crime on this day because a woman who had married into another family despite having previously had a relationship with Toi came back to her hometown in Kamo. However, this woman escaped when Toi raided the family home and was saved, while a neighbor who ran into the house was shot and killed.

Newspapers at the time reported that three suicide notes were left behind: one was addressed to her sister, one was a long letter (18 sheets of letterhead) with no address, and one was apparently written at the suicide site. The content of the suicide note written at the scene was published in the paper but differs from the above content, and the purpose or intent of the rewriters is not clear.

After the incident

The incident was reported by the media, including radio and newspapers, and the Shonen Club also featured the incident.

The impact of the incident on the Kamo community was significant: as mentioned above, some families were wiped out and others lost large parts of their families, making life quite difficult for the majority of the community, who made their living from farming. It is also said that a family of Toi's relatives who were not attacked were treated close to the village's eighth ward, as it was suspected that they had known about the plot for some time and had concealed it.

After the incident, the perpetrator, Mutsuo Toi, committed suicide before he could be questioned by the police, and many more victims died, so only testimonies from survivors remain. However, as most of the survivors are related to one or more of the deceased victims, some say that their testimonies often place all the blame on Toi.

Recent years

The incident site, Kamo village, is located in the most mountainous part of the surrounding villages; in spring 2015, the abandoned birth house of Toi, which had remained, was demolished.

The population of the Kamo area was 23 households and 111 people at the time of the incident, but according to the 2010 census, there were 13 households and 37 people, including four single-person households, making the area a marginalised settlement. Several households that did not directly suffer victims left Kamo after the incident, and some houses have been abandoned due to depopulation. It is reported that there is already no one living in Kamo since the time of the incident.

Testimony 70 years later

In 2008, 70 years after the incident, an article (by Akiki Komiyama) was published in the 13 May issue of Shukan Asahi (Asahi Weekly), in which a person involved in the incident gave testimony. According to an elderly man in his 90s who gave an anonymous interview in the article, Toi was often asked to repair the village when it lost power. He also stated that on the same day that the incident occurred, an issue of the magazine titled "The Showa Onikuma Incident" was published. He denied the custom of night crawling, which was said to have remained in the village at the time.

There are some discrepancies between this testimony and the "Tsuyama Incident Report" by the Criminal Investigation Bureau of the Ministry of Justice.
