Lack of adult supervision. Those are very timid dogs, an adult would have easily scared them off. Yet no one's around for some reason.
I love animals, but these need to be shot on sight.

Idk about that. But what I do know is that if they had a functioning society, they'd have a dogcatcher to keep the stray dog population suppressed.
The dogs would've just snapped at the adults once the kid was knocked down.

I live in eastern Europe and we have always had problem with stray dogs. They are trying to contain the population - sterilizing the strays, trying to catch them in shelters but there have always been strays despite any efforts. The problems are mainly two: the organizations dealing with this are underpaid and rely mostly on donations, on top of that people continue to discard their dogs throwing them away on the street to become from domestic to strays. Dumb people and lack of money cause such problems in "developing" countries.
And as you say - I love dogs, but I would never let this happen to my family or anybody I see attacked. I always carry a knife, I would hate killing anything, but if I see a dog attacking a child and scaring it off doesn't help, I will organize it a cartel killing with all limbs separated and heart beating in my hand.
