They don't. Notice that he's still mostly there in the water and not in the belly of a shark. They just mistake us for their actual prey, and only realize their mistake when met with our relatively low meat to bone ratio. That's why most shark attack victims are mostly intact, missing only a bite rather than being totally eaten.

Pretty sure the shark finishes him off at the end. A lot of specialists were quite concerned about that because “full consumption” attacks are so rare.

Well i say that cause the shark went back for seconds, half his body was gone and it went back for more.
