Yes and no, he's simply either from another neighborhood or a rival gang, or both. He was apparently in a relationship with a woman named “Carine” in this neighborhood, once the boy crossed into their territory the gang ambushed him right away. It is not clear if Carine lured him in, she is in fact the one recording and posted the video. It may very well be that she was forced to partake, or she did it willingly, or she recorded just to avenge him, we don't know because the police could not locate her.
His name was Wesley Tiago de Sousa Carvalho, either 16 or 17 years old, and the perpetrators were caught within a week.
Now I said “Yes” at the beginning for two reasons:
1. He does seem to belong to a gang, and that makes you a crappy POS
2. He killed a 5-month old baby! He was targeting the father of the baby, but the man ran away and he shot the baby on the mother's arm, killing him. It is not known if it was cross fire or voluntary. It is also not known if the crimes are related.
