I don't think they did more barbaric things. People are people we haven't changed in about 50,000 years. Societies had ways of enforcing their rules way before police existed. Hopefully more of them are caught thanks to forensics, but from what I find online, I'm not convinced. So many of the horrible videos are from some little place with no funding, so much poverty and so many people that really, a few brutal murders don't turn heads..
