Russian mob, government, and even communities probably secretly support this shit. Have you ever had to live around homeless people/drug addicts? It's hellish. They bring all kinds of problems around with them.
I'm not advocating for hurting them, to be clear- just saying that gangs and such probably don't give a shit that a bunch of bums got wasted. Maybe they lost a few low-level customers for their drug dealing, but probably a drop in the bucket for them.
