It's famous because it's a really old clip lots of time to build up notoriety. Also a billion rumors and theories about the video. And the way he beheaded him is different from most beheadings i haven't seen much videos where they shove it directly into the throat and then cut out of it.

Because it's the only decapitation kill you've seen done by soldiers, rather than thugs. A while ago I saw a clip where a Royal Marine vet described the "correct" way to slice the throat: Directly aim for the larynx and then push it forward with force. Probably to minimise the noise and reaction time, I guess? Although they clearly didn't bother with the push here, and it was still pretty noisy. But the success of the Royal Marines speaks for itself.
