Theory 2
Video was recorded in Ciudad Victoria, Tamaulipas, Mexico. Victim was a car dealer who had unspecified ties to Cartel Del Noreste. Lesser known theory, but supported by three comments under Disturbed Reality video.
Theory 3
Video was recorded in Ciudad Victoria, Tamaulipas, Mexico. It comes from a conflict between Cartel Del Noreste and Zetas Vieja Escuela. Also lesser known theory, but the only one supported by any news source I could find.
What we know for certain?
The video was recorded in 2016. Song playing in the background is Hasta el Amanecer by Nicky Jam released on January 15, 2016.
Also a screenshot from the video was included in this article from August 29, 2016. It's a website local to Tamaulipas. This article supports theory number 3.
