The only bad part is it happens so fast that if you're the one being beheaded, you're probably still conscious and aware when your head bonks the pavement. Not for long but maybe long enough to see your own body in a detached kind of way.

Brain death occurs after about the time window you suggested. You lose consiousness after around 5-10 seconds (widely believed). Some very few studies suggests up towards 30 seconds.
