So it looks a bit like agonal breathing but I've never seen that in a decapitated head before. Typically I've only see eye movements and nothing with this many muscles involved. Does anyone have an explanation for this?

it takes 2-3 seconds to lose consciousness when beheaded instantly (guillotine), a slow beheading like here will typically make you lose consciousness before your head is separated (due to bloodloss and shock).
the movements seen here are most definitely involuntary (most likely the dying brain signalling to breathe)

also the guy in the video looks very weak and probably had thicker blood and a slow metabolism, which would also mean his brain could have been adapted to a slower flow of blood (notice how he doesn't bleed as much as other beheading victims) and thus able to survive just a tad longer than other brains.
