It gets sensationalized all the time but there is abundant evidence that if you don't have blood pressure you are immediately unconscious. Biologically this also makes sense as it protects your brain from damage if the loss of blood pressure is temporary.

The heart still works unless it is completely blown away, your body tries to keep itself going as long as it can, also when you are shot in the heart you stil have slight blood pressure vs losing all contact to your body with little blood already there
