After receiving the report, the Second Road police station quickly attended to the injured person, who was sent to hospital, but died ineffectively after being rescued.
After the initial investigation, the suspect Ma Mou (male, Han, 37) that evening after dinner, met on the side of the road an acquaintance Li Mou, the two had a verbal argument over trifles, Ma Mou then took a sharp accessory from the motorcycle and stabbed Li Mou in the left thigh, piercing an artery, causing Li Mou to lose blood and die.
At present, Ma has been taken according to law criminal coercive measures, the case is being further investigated.

Looks like he was hit just below the crease at the top of his inner thigh.
At that location you don't have the 3 or 4 inches you need, plus the arterty retracts at that location further complicating the procedure.
If he were stabbed else where then whatever.

I read that you can stand on the crease of their thigh to apply enough pressure. Not sure what happens after that though.

It seem lower than the crease. I think that a tourniquet could be applied effectively. We had a person in my unit have his thigh shorn off by a piece of shrapnel and the battalion surgeon was able to put a tourniquet on it. The tourniquet was like up in his crotch, but it saved his life. Two other tourniquets were applied before the surgeon arrived, but they were too low.
