I don't have any solid background information.
The French forum I got it off of just captioned it this "Man steals infinity stones and gets a brutal punishment" (in French of course). Whether or not he actually stole the infinity stones is up for debate. To my uneducated mind it looks like they were recording either to send a message or as proof to their superior that this man was killed.
Still, whatever he did, this was a shit way to go. Screaming and crying while being filleted by a machete. Only consolation was that it wasn't as long as it could have been.

Maybe "an eye for an eye". Who knows the victim had cut up some rival gang before. This cartel are all the same. A video surface a dude cut/slice up rival, in the next video, he could be the victim.
