I'm not 100% sure, but I do believe the one being tortured is from Ukraine as their uniforms have a bit more bright colors, while russians have more of a darker (more green) uniform.
I could be wrong though.

Its been discussed quite a bit on the Ukrainian subreddit with screen grabs of Russians comments supporting of the castration including using slurs against Ukrainian. So to be fair I suppose I’m not 100% certain, but it seems pretty certain at this point.
