I don't think they intended to hit his femoral artery, and just wanted to torture him more. Lucky for this guy, they clearly don't know human anatomy very well, so he bled out prematurely.

The agonal breaths and the lack of blood flow when they begin cutting him up elsewhere, means he lost enough blood volume to not maintain cardiac output. He wasn't conscious for the rest of it, so they were just wasting their time and were essentially torturing a corpse. Oops!
