we can see sparks so hes welding with either mig or tig. it cant be stick because its using gas thay exploded as we saw.

and it cant be oxygen welding because we see a white glow.

mig and tig both use an INERT GAS meaning the gas doesnt burn or anything doesnt react with anything at all

Even with water it will be complicated, unless you dive into it.

Only a fire extinguisher or a good blanket can help you. I know this from experience thanks to wpd and because it happened to me.
