Yes, that looks like the protective shield in front of a fan - so that you don't stick your fingers in the moving blades of the fan.
I actually don't think the guys torturing him were doing a very good job - in this case.
I suspect that this particular plastic wasn't as hot as some other melted plastic that you see other torturers use in other videos - because this guy wasn't reacting much (whereas in other videos, the guys scream in pain so bad they can't keep their hands there.)
And the torturers were stupid to let the plastic build up on his hands. Any buildup of plastic would work as a shield that would protect his hands from the new plastic dropping on top.
He still may have been burned, maybe even badly, but it probably could have been much worse.

Honestly one of the better torture act I've seen. The plastic is hot and burns the skin and the plastic is melted so it fuses with the skin so when it cools and you go to get it off it rips skin and flesh with it, if you try to wipe it off while it's still hot you just spread flaming melted plastic on more of your hand and onto your other hand. 8/10 for creativity. 10/10 for damage and suffering that was inflicted

I don't know what's going on with that editing, but I found the video in its original quality.
The only "source" I could find was a Twitter post that stated that the man was a thief, although I couldn't verify this claim.
