They are speaking Brazilian Portuguese. Apparently, they are punishing him for saying their group/gang/whatever does not rule over a certain area, from what I can gather.
The torturers are saying things along the lines of "Say it, say that we don't rule" "Say that the [group/person] don't rule over the [unintelligible, cut by another voice]" "say it, fucks sake"
The guy being cooked alive says things like "I didn't say it" and "I didn't say it, I swear, i swear I didn't say it"
