That poor dude. Burning to death as people just watch and record you. They definitely could have done something to alleviate his suffering a little bit, perhaps they could have saved him.
But nah, they decided to just watch.
Can you imagine what his last thoughts might be? What kind of resentment and general hatred for all of mankind could a man feel at a moment like this. Disappointment and hatred to the max.

the good part of burning alive is that you're so racked with pain and dizzied by lack of oxygen, while wanting to cough because of the smoke, but your lungs are burned, and you can't even move your diaphragm because it's also getting crispy between spasms, with just the faintest smell of BBQ and burnt rubber, that you're not thinking about your miserable state or the lame comments

No expert on burning corpses, but maybe it is just the fire itself causing him to move after he had already checked out? He/she/it/Anakin Skywalker isn't wearing a helmet so they were probably dead soon after hitting the pavement unless it was low speed.
I have read that burning bodies can contort around as they burn ... mostly Holocaust stuff.
The movements sure don't look intelligent to me.
