Hello, As far as I know, none of the cartels are accepting many foreigners at the moment. They sometimes lure poor Americans with high salaries, or use aggressive tactics to hire them.
I have heard of a few Chinese people in the Sinaloa Cartel, a few Japanese or Arab people in the CJNG, and a few Americans in the Gulf Cartel.
However, since many people originally live in Mexico and are fluent in Spanish, it may be difficult as they won't trust a complete foreigner.
Even if it is acceptable to you, you should never join a cartel.

Oh what a shame that i can't be accepted... I only had a simple dream, to join cartel and tell someone "puta madre" before i cut their head in 30 minutes using a dull knife.
