I sorta get the impression that the blade is dull on purpose. That it's a "test" for the guy that has to do the beheading. That he's pretty much proving that he's willing to do Whatever it takes to do what he has to do. The ones that hack ppl & skin ppl ALWAYS seem to have sharp blades.
