It's because of how close they are, it's moving so fast that it barely notices the guy is there, it doesn't have enough time to build momentum to really hit him.

Normally turnes the limb into pasta and a cloud of red mist goes out Infront of where they where hit.
On YouTube look up 50 cal headshot, posted by funker530 or something like that.
It's a long range snipe so the body isn't too visible, but you can see his head blow up and 5-6 foot cloud of red mist
