A lot of people take 8 or so bullets n still get up. Human body's weird like that, especially if the bullets don't hit anything vital or the suspect is still running on adrenaline. There's also a rare condition that makes someone not register pain, and I'm sure there's a handful of resistant arrests/cop shootings with those type of people.
That said, if the suspect seems very obviously dead, then that's when I go "yeah thats a bit dumb." It's more for posterity sake if the chief of police/sheriff sees the footage. Never know if they're gonna die on the spot or just eat the bullets and keep going.
