The size of the round and the speed it's moving have to play a large factor in it. As well as it's shape. A small slim round like a 5.56 won't usually make a head explode from the videos I've seen, due to it's size being so small and it moving so fast. Larger round - bigger boom. But there's definitely more to it than just that.
