Whether someone just didn't know how to swim or was held underwater or something else, if their lungs filled with water (or perhaps some other liquid) and could no longer breathe, here is where it should be.

The ocean is relentless and does not care about you. It gives no second chances and no timeouts or breaks. It is the most powerful force on earth. Additionally, the water is frothy because it is being mixed with air. Those air bubbles mixed in make the buoyant forces of the water almost non existent so you sink straight through the froth. Imagine trying to swim to the top of a swimming pool full of air vs a swimming pool full of water. Do not fuck with the ocean
