So are swimming lessons just not as common place as US/Canadaβs are? Cause I know me and all my siblings were all taken to swimming lessons when we turned 3.

It's not at all common outside of the developed world, with exceptions of countries with a culture of swimming (Island nations etc). Public education systems elsewhere are already pretty bad, it's unlikely they would have access to pools to make swimming lessons part of the curriculum.
