They knew the danger but underestimated the current vs their strength before the end of the drainage. It looks like it acts like what people call a "drowning machine", part of a dam that has a swirling current which is impossible to escape. Once you hit that portion, theres no more hope. Thus, the despiration. They probably have ppl drowning in that thing all the time but only thought the end was the dangerous part.

Take a look in another comment there is a Chinese video that claim both cops where saved, when they only filmed 1 person (so they know full well the other 2 die)
