Bruh imma be honest with you, this thing is so dangerous that I don't think it's there by accident. No rails, no way to safety, nothing to grab nothing to stop you from falling in, nothing at all. This is definitely a low key way for them to control overpopulation. No doubt about it.

No, unguarded drainage ditches were common in the us before
safety codes and OSHA were a thing. There 
are still some in the south 
that carry away and drown 
children 
every year. A cheap 
safety measure would 
simply be to insert a rod of rebar horizontally on each side every few hundred feet of the canal 
and attach high visibility plastic 
temporary construction 
fencing between 
them. Water 
and debris can pass easily under, while a person 
would 
be able to grab onto it and drag themselves out.
