Even knowing it is in the past, it is hard to watch and not feel like something needs to be done.

It's because these videos, though being something you can not change as they have already occurred, are just reminders that this terrible stuff can still happen, and you want to make a change to prevent it from happening. Unfortunately, it is beyond many of our facilities to do so in an effective manner.
