It's just a way to avoid responsibility. I had an accident (in India) a few months ago. My motorbike hit a concrete barrier after passengers in a pickup truck opened their door on my face. I broke 3 ribs and was only able to take shallow breaths. The passengers just told me to walk it off and that I'll be fine. Because otherwise they'll have to take me to the hospital, have police and hospital staff harass them and extort money from them etc... In India if someone that's dying is not your family then it's not worth helping them. In fact doing so makes you an easy murder suspect and can ruin your life.
