ATGMs use a guidance system (wired, radio, laser) with exemption of a few modern systems like the Javelin that uses “fire-and-forget” technology.

This looks to be a Soviet RPG-9 variant or an even older B-10. Although they’re called recoilless, they aren’t 100% that. They’re designed to eject some form of countermass such as propellant gas from the rear of the weapon at the moment of firing, creating forward thrust that counteracts most of the weapon's recoil.
