Local media outlets reported that four guys died and two were seriously injured. Police refuted this, citing no reports of anyone injured in local or nearby town hospitals.

I believe the local media more than the police.

Most likely but if they don't want the cash the police (if they are corrupt) they can pay other cartels to do their dirty work.

From what I can see the police spokesman just said that they didn't recieve any reports of the incident and that they weren't able to find any information about any victims from medical facilities in the area, he may well just be giving an accurate summary of what they know. It's the media saying that this means they've "refuted" information about people killed or injured.
