Well because government doesn't even give a fuck, and sometime people themselves neither.
As a person that will bring his own programmable mouse and keyboard to work, I can sure you that I going to spend at least 3 month of my salary to buy a robot that will do it for me.
But most people don't think this way, nor the government give that little amount of shit that they let you use it.

There are better ways to do this.. One of which is just plant another smaller bomb, throw a grenade or just shoot the existing one and detonate it that way. Alot easier than loosing a valuable man.
