Dropping fully charged gas cylinders is always a bad idea but, even so, they shouldn't explode like that. Those things look rusty and have probably never been pressure tested since the day they were bought.

Also you never lay gas or oxygen bottles on their side because doing so can destabilize their contents.

Which could explain the "rusty" appearance. Acetylene cylinders are generally ochre red. I would have expected a much bigger fireball though.

May have been mostly empty which is why they were so sloppy in storing them. God I hope they don't store full ones that way
